Telecommunications Companies: Creates "Consumer Choice and Protection Act"; provides for broadband & voice-over-Internet protocol service, interconnection between companies regardless of technology, company rights, transfer of certificate of necessity, & resolving complaints regarding preferred carrier freezes on local exchange service; revises provisions for PSC jurisdiction & authority, company schedules, price regulation, recovery of costs, rate increases, extending advantage to person, rebates or special rates, Lifeline services, orders for facility repair or improvement, telephone operator services, & information provided to customer; prohibits receiving compensation for service not specified in schedule.
