Authorizes certain employees to purchase retirement credit for past service at 3-percent Special Risk Class accrual value; provides requirements for calculating first 2 percent of member's average monthly compensation for purposes of purchasing past service credit; provides requirements for purchasing past service credit in excess of 2 percent but not to exceed 3 percent of member's average monthly compensation; provides requirements for calculating contribution amount; requires contribution for past service credit to be paid immediately upon notification by Division of Retirement; provides that past service credit may be purchased by member or by employer on behalf of member; provides declaration of important state interest.
