General Bill   by Public Safety & Domestic Security Policy Committee and Agriculture & Natural Resources Policy Committee and Anderson (CO-SPONSORS) Ambler; Heller; Homan; Porth
Locksmith Services: Creates Florida Locksmith Services Act; requires licensure of locksmith services businesses & locksmith referral services by DOACS; requires fingerprinting & background screening of owner & certain other persons affiliated with locksmith services business; disqualifies certain persons from performing locksmith services based upon background screening; requires FDLE to retain fingerprints & search arrest records against fingerprints; authorizes licensure by endorsement under certain circumstances; provides license renewal requirements & procedures; requires license & background screening fees; provides for denial, suspension, revocation, or refusal to renew license under certain circumstances; requires locksmith services business to maintain liability insurance; establishes qualifications & training requirements for locksmiths, automotive-only locksmiths, & apprentice locksmiths; requires locksmith services businesses to keep certain records & issue photo identification cards; requires display of photo identification cards & licenses; requires locksmith services business to accept certain methods of payment; specifies certain prohibited acts relating to operation of locksmith services business; provides civil penalties, administrative remedies, & criminal penalties; provides that violations are deceptive & unfair trade practices; preempts certain local regulations of locksmith services, locksmiths, & locksmith services businesses; prohibits issuance or renewal of local business tax receipts to locksmith services businesses except under certain circumstances; creates Florida Locksmith Services Advisory Council.
