Imposes retaliatory tax on property of nonresident decedent when nonresident's state of domicile imposes estate, inheritance, or other death taxes upon state resident; specifies tax rate criteria; provides tax payment requirements; authorizes court to construe terms of wills for specified purposes; provides criteria for court construction; provides for nonapplication to specified dispositions; authorizes personal representative to take specified actions without court order pending determination of estate distribution; limits personal representative liability; preserves specified rights to construe will; provides for retroactive application.
