General Bill
Children's Services:
Revises membership of councils on children's services; requires governing body of county to approve purchase of real estate or construction of building by council on children's services; requires submission of tentative budget & proposed millage rate to governing body of county; requires governing body of county to take public testimony on council's tentative budget & proposed millage rate; provides for governing body of county to approve budget before final adoption by council on children's services; specifies that millage levied & fixed by council on children's services does not count against millage limit applicable to county under State Constitution; limits authority of governing body of county over funds related to council on children's services; requires governing body of county to take public testimony on effectiveness of council on children's services; requires electors of county to periodically vote on whether to retain or dissolve council on children's services; requires council on children's services to give priority in use of funds to provision of children's services rather than to purchase of real estate or construction of buildings; provides legislative intent.
