HB 635 (2011) -  Group Insurance for Public Employees

Requires that school districts procure certain types of insurance through interlocal agreements; provides exception; requires school districts to enter into specified type of interlocal agreement & establish School District Insurance Consortium; provides purposes of consortium; requires that consortium be governed by board of directors consisting of specified number of members; provides requirements for membership on board; specifies terms of office for board members; authorizes board to employ staff or contract for staffing services to be provided to consortium; requires that DMS provide technical services to consortium as requested by board; requires consortium to advertise for competitive bids for health, accident, or hospitalization insurance, as well as certain insurance plans; requires that contracts for such insurance be let upon basis of such bids; requires that consortium take certain actions & consider certain factors when defining coverage regions; authorizes awarding of bids on statewide or regional basis & selection of multiple insurance providers; requires that school districts engage in collective bargaining with certified bargaining agent for any unit of employees for which health, accident, or hospitalization insurance is provided.
