HB 839 (2011) -  Juvenile Civil Citations

Requires creation of juvenile civil citation program to divert juveniles from secure placement with DJJ; requires program be created at local level by local law enforcement agency with concurrence of others; restricts eligibility to juveniles with no more than two misdemeanors; requires law enforcement officer to issue report if juvenile has not complied with program requirements; requires probation officer to process original delinquent act as referral to DJJ; directs agency that issued citation to report outcome of juvenile's participation at conclusion of program; directs DJJ to establish model program.
