Enumerates group insurance plans that may be included in state group insurance program; revises duties of DMS relating to group insurance program; provides state contribution toward cost of health insurance plans in state group insurance program for specified plan years; revises authorized benefits; directs department to contract with certain number of HMOs; requires data to be reported to department by HMOs; provides for specified benefit levels for specified plan years; repeals certain duties of department on future date; repeals State Employee Wellness Council; requires department contract with HMOs with self-insured plan design beginning with specified plan year; directs department contract with independent benefits manager; provides vendor qualifications for independent benefits manager; provides duties of independent benefits manager; provides contract management duties for department & duties of department relating to state group insurance program; provides requirements for state & employee premium contributions for a specified plan year; provides for adjustments to employee salary; requires department establish single risk pool beginning with specified plan year; requires department contract with multiple HMOs beginning with specified plan year.
