General Bill
Inspectors General:
Revises duties & responsibilities of Chief Inspector General; provides that Chief Inspector General is responsible for all agency inspectors general, cabinet agencies, & EOG; provides that Chief Inspector General reports to Cabinet; requires agency inspector general to keep Chief Inspector General informed of certain activities; authorizes inspector general to not inform agency head under certain circumstances; authorizes Chief Inspector General to appoint agency inspectors general subject to consent of agency head; revises procedures for removing inspector general; requires establishment of internal & external procedures for receiving complaints from employees & public; requires certain final reports; provides that one or more investigators within agency inspector general's office be sworn law enforcement officer; permits employees who disclose information resulting in recovery of funds to receive percentage of funds; directs DMS to adopt criteria for use of purchasing cards; requires periodic audits of use of purchasing cards.
