Rules Establishing Numeric Nutrient Criteria: Exempts specified rules from legislative ratification under s. 120.541(3), F.S.; requires DEP to publish certain notice; requires ratification of certain subsequent rules or amendments; directs department to submit specified rules to U.S. Environmental Protection Agency for review under federal Clean Water Act.
