Voluntary Prekindergarten Education Program: Requires private providers & public schools that deliver VPK program to execute statewide provider agreement prescribed by OEL; authorizes execution of single agreement on behalf of multiple private providers or public schools; requires OEL to adopt rules prescribing statewide provider agreement; requires early learning coalitions (ELCs) to use agreement; provides for format & content of agreement; prohibits ELC from executing agreements with private providers until ELC determines that providers are eligible to deliver program; provides for publication of statewide provider agreement & submission of executed agreements to OEL; requires submission of certain proposed rules to presiding officers of Legislature within specified period; revises requirements for calculation of student enrollment for purposes of initial allocations of funds for VPK program; provides for monthly reporting of student enrollment; requires Auditor General to conduct audits of ELCs; requires OEL to monitor & evaluate performance, finances, & operations of ELCs; repeals legislative intent concerning professional credentials of prekindergarten instructors & Florida Early Learning Advisory Council.
