Requiring each judicial circuit to create a local advisory panel; requiring the advisory panel to take specified actions; providing for advisory panel membership and terms; requiring the advisory panel to vote on whether to indict a law enforcement officer; requiring a state attorney to consider the decision of the advisory panel; requiring a state attorney to indict a law enforcement officer in certain circumstances; providing an expiration date, etc.
