Redefining the term “life and health insurer” to include health maintenance organizations authorized only in this state; specifying a limitation on the premium to surplus ratio of a health maintenance organization; requiring the Office of Insurance Regulation to take certain actions with respect to a health maintenance organization if a specified premium to surplus ratio is exceeded, etc.
