Requires defendant sentenced for primary offense of possession of controlled substance committed on or after specified date to be sentenced to nonstate prison sanction unless court makes specified written findings; authorizes motion to depart from mandatory minimum term if offense is committed on or after specified date; revises principle of Criminal Punishment Code relating to minimum term of imprisonment; revises incentive gain-time provisions; provides that inmates convicted of noncapital offenses & sentenced to life qualify for conditional release under certain conditions.
