Legislative Power Limitation/Taxes: constitutional amendment to require that any law that imposes tax, fee, penalty, or fine, expands tax base, or increases tax rate, fee, penalty, or fine be enacted in separate bill by 2/3rds vote of each house of Legislature after 01/01/2003; requires that any law that repeals exemption from tax, fee, penalty, or fine be enacted in separate bill by 2/3rds vote of each house of Legislature after 01/01/2008. Amends s. 1, Art VII, s. 26, Art. XII.
