    Due to confusion on the floor and a procedural error by the chair that did not allow for the amendment sponsor to close on her amendment that would have been wiped out by Representative Kyle's substitute amendment I recorded a nay vote. It was my intention to cast a yes vote on the Kyle amendment and I firmly believe in fully funding the Kidcare waiting list. Any claims otherwise as a result of this mistaken vote would be purely motivated by partisan politics and gamesmanship. It is actually my undersatnding that a press release making spurious claims against democrats followed this confused vote so quickly as to only have been the product of some unfortunate political game that is unbecoming an issue as important as Childrens Health Insurance.

    Every child in Florida should have access to quality, affordable health insurance. KidCare is a highly successful program that allows working families to purchase health insurance for their children. Unfortunately, this bill goes the wrong way, by denying health insurance to more children than it will help. In fact, by September 2004, another 100,000 children could be languishing in Florida with no health care. In addition, this bill kicks tens of thousands of children out of the program if their parent’s employers offer health insurance, even if it’s too expensive for them to afford. This bill eliminates the required dental benefits these children currently receive. And all the program's outreach efforts, which reach into our schools to help identify minority and rural students, are eliminated as well. I cannot support denying health care to Florida’s children, and this bill will hurt more children than it will help.
