11/04/2009 Looking Ahead to 2010‐ Back to Basics For all the analysis of individual candidate strengths and weaknesses, local issues and campaign tactics, what really changed from November 2008 to November 2009? The economy is still struggling, high unemployment remains in the headlines and there is still real concern for the economic future of our country. What’s changed? Voters have now seen the policies that President Obama, Nancy Pelosi and the Democratic Congress are planning to enact.
05/08/2009 Gaming on Indian Lands and Pari-Mutuel Permitholders Senate Bill 788 Senate Bill (SB) 788 ensures that we get the best deal for Florida’s future based on the hand we have been dealt. While we would not have been forced into a compact had Governor Crist not initiated by entering into an illegal Indian Gaming Compact (Compact), I am pleased that we have resolved this issue by responsibly considering all of the industries that would be affected by a compact and ensuring that Florida received a benefit commensurate with those afforded the Tribe. Accepting the terms of the voided Compact as is would have ignored our Constitutional responsibilities and subject Floridians to short term fixes with long term consequences. Clearly, waiting to get it done right rather than taking the first deal offered by the Seminole Tribe has yielded a better result.
05/01/2009 PROPERTY AND CASUALTY INSURANCE This bill provides rate certainty and will prevent drastic rate increases for Citizens’ customers. This bill lowers rate increases for Citizens’ policyholders in anticipation of the mandated expiration of the rate freeze. Without this bill, on January 1, 2010, Citizens’ customers will likely face dramatic overall average statewide rate increases - in excess of 40 percent for personal residential multi-peril policies, 55 percent for personal residential wind-only policies, 60 percent for commercial residential wind-only policies, and 140 percent for commercial nonresidential properties. Gradually bringing rates to actuarially sound levels will prevent Citizens from going bankrupt and may protect all Florida taxpayers from potentially devastating policy assessments or tax increases in the future.
04/23/2009 Growth Management House Bill 7127 amends the Growth Management Act to streamline the process, encourage urban infill and increase local control. The bill retains state regulatory oversight of planning and development processes, while recognizing the role and responsibility of local elected officials to make land use decisions. It establishes state policy that, maybe for the first time ever, creates incentives that will promote development in urban areas. By removing regulatory barriers and streamlining the review process, the policy set forth in this bill creates an opportunity to change the paradigm – to allow urban centers to prosper, to reduce urban sprawl and to recognize the needs of our rural communities.

04/21/2009 Residential Property Insurance We must trust Floridians, armed with all the relevant information, to make the best decision for their individual situation. We can’t allow Florida’s “hurricane problem” to create an economic disaster by discouraging private insurers in the market and preventing Florida’s consumers from having the option to choose a residential property insurance policy, even if the premiums for that policy are higher than they would pay with another insurance company in Florida. House Bill (HB) 1171 creates opportunities for consumer choice by allowing insurance companies meeting statutory criteria to offer a new type of residential property insurance policy that is not subject to Office of Insurance Regulation (OIR) determinations that the rate is “excessive.”

04/15/2009 Revision of the Class Size Requirements for Public Schools To continue making small class sizes a priority, we must implement a commonsense fix so our children continue to have the benefit of smaller classes while giving our principals and teachers the flexibility they need to keep Florida’s education focus where it belongs: classroom learning. Voters will have the opportunity to support this commonsense revision that will keep class sizes small in Florida while giving principals and teachers the flexibility they need to maximize student learning in their schools and classrooms. The Florida Association of District School Superintendents, the Florida Association of School Administrators and the Florida School Board Association all strongly support this resolution.

03/26/2009 Attorney’s Fees In Workers’ Compensation Cases House Bill 903 by Representative Flores Senate Bill 2072 by Senator Richter Our top priority is to get Florida’s economy going and House Bill 903 is vital to protecting jobs in Florida. If the Legislature does not act to remedy the Florida Supreme Court’s decision in Murray v. Mariners Health1, the system will return to its pre-reform activity with regard to attorney’s fees and rates will once again increase to the detriment of Florida’s businesses, employers, and workers.
03/05/2009 Corporate Income Tax HB 459 by Representative Cannon SB 1112 by Senator Altman Without this bill, taxpayers who choose to take part in the federal tax breaks will be subject to an increase in state taxes.
