“Today’s unemployment figures are another reminder that Floridians are experiencing tough times due to the current economic downturn. However, thanks to the leadership of House Republicans every individual currently qualified for unemployment is receiving increased and extended benefits. We made the right decision to increase and extend benefits without buying into federal mandates and hurting Florida workers and businesses in the long-term.

BILL TO PROTECT FLORIDIANS FROM LIBEL TOURISM SIGNED INTO LAW
|
House Bill (HB) 949, a measure relating to grounds for non-recognition of foreign defamation judgments, was signed into law by Governor Charlie Crist. HB 949 will help in the fight against a tactic known as “Libel Tourism” which results from defamation lawsuits filed against authors critical of individuals with known ties to terrorist organizations like al Qaeda and Hamas. The lawsuits have been finding their way into foreign courts. HB 949 will provide Florida courts with the ability not to recognize a foreign judgment, if that country’s laws protecting free speech and the free press are not at least as protective as freedoms provided in the constitutions of Florida and United States. Thus far, no other country is as protective.

The Florida House of Representatives today passed Senate Bill (SB) 788 which sets the parameters for a new Seminole Indian Gambling Compact. SB 788 proposes new compact terms to be negotiated by the Governor and Seminole Tribe by August 31, 2009 and is subject to future Legislative approval. The bill passed 82 to 35.

FLORIDA LEGISLATURE PASSES HISTORIC DNA REFORM
|
The Florida Legislature today passed Senate Bill (SB) 2276 sponsored by Senator Steve Oelrich (R-Gainesville) and Representative William Snyder (R-Stuart). This comprehensive legislation makes major reforms to Florida’s DNA database. Under current law, DNA is collected at the time of conviction for all felonies and specified misdemeanors. SB 2276 requires felony arrestees to provide a DNA sample for forensic analysis at the time of arrest.

Comprehensive legislation to prevent significant rate increases for Citizens’ customers and ensure a more sustainable property insurance market in Florida passed the House today. House Bill (HB) 1495 by Representative Bryan Nelson (R-Apopka) lowers rates for Citizens’ policyholders in anticipation of the mandated expiration of the current rate freeze. If the Legislature does not pass this measure, then Citizens’ customers are likely to face dramatic overall average statewide rate increases that could exceed 140 percent for some types of policies.

“WELFARE FOR POLITICIANS” END IN SIGHT

The House Full Appropriations Council on Education & Economic Development today approved House Joint Resolution (HJR) 81 by Representative Alan Hays (R-Umatilla) that would allow Florida voters to end public financing for statewide political campaigns, a system often called “welfare for politicians.”

HOUSE MOVES FORWARD ON PROPERTY TAX RELIEF
|
Several pieces of legislation aimed at providing additional property tax relief for Floridians passed the House Military & Local Affairs Policy Committee today. These bills will provide additional homestead exemptions for first-time property owners, cap all property taxes at 1.35% of total assessed valued, make it easier for property owners to challenge their assessments and limit assessment increases to 5 percent for non-homestead property.

REPRESENTATIVE PLAKON ADVANCES AIR SAFETY AND WILDLIFE PROTECTION LEGISLATION

Legislation to protect the safety of air travelers and preserve Florida’s wildlife was approved by the House Roads, Bridges & Ports Policy Committee today. House Bill (HB) 1065/Senate Bill (SB) 1864, known as the Airline Safety and Wildlife Protection Act of Florida, is sponsored by Representative Scott Plakon (R-Longwood) in the House and Senator Carey Baker (R-Eustis) in the Senate.

RESOLUTION TO PRESERVE AND PROTECT FLORIDIANS’ RIGHT TO SECRET BALLOT CLEARS HURDLE

The resolution calls for a Constitutional amendment which would preserve and protect one of American’s most precious voting rights – the right to a secret ballot.

SCHENCK BILL STREAMLINES PERMITTING PROCESS TO HELP ATTRACT JOBS, PRESERVE ENVIRONMENT

Legislation to help create jobs and revitalize Florida’s economy by cutting through permitting red tape and bureaucracy won unanimous approval from the Governmental Affairs Policy Committee today. House Bill (HB) 73, the “Mike McHugh Act,” by Representative Robert Schenck (R-Spring Hill), eliminates delays for companies attempting to establish businesses in Florida by requiring the Department of Environmental Protection and water management districts to adopt programs that create a 45-day expedited permitting process for businesses identified by a municipality or county as engaging in one of the target industries in Florida.

House Republican Conference Chooses Cannon as Speaker-Designate for 2010-2012
