Parliamentarian

The Parliamentarian of the House is an authoritative source on legislative proceedings in the House of Representatives. The Parliamentarian serves as an advisor to the Speaker, councils, committees, and members on matters of Parliamentary Procedure. This officer of the House sits to the immediate right of the Speaker while the House is in session and provides advice on questions relating to interpretation of the rules, precedents, and procedures of the House. The Parliamentarian may provide advice to the Chair relative to formulating responses to points of order and parliamentary inquiries. He assists members as to what procedures may be available or involved in the House's consideration of a measure, amendment, or motion. The Parliamentarian assists members in the effective use of procedural planning to advance legislative goals. In addition, the Parliamentarian provides advice on the interpretation of the House's rules as they pertain to committee proceedings.


The Office of the Parliamentarian ensures the validity of the Journal, House Calendars and engrossed bills. To that end, the Office of the Parliamentarian employs a staff of editors who carefully and painstakingly edit the aforementioned documents for constitutionality, adherence to the House's rules, and typographical or grammatical errors.


The Office of the Parliamentarian, in conjunction with the Office of the Clerk and the Office of the Sergeant at Arms, facilitates mock sessions for students and other groups. For information on scheduling such a visit to the House Chamber, please see the
