HB 883 (2003) -  Environmental Property Acquisition and Development

Requires the Department of Community Affairs to develop a pilot project with a water management district and a feasibility study to develop a pilot project in rural and urbanizing counties for rural land stewardship or alternatives to fee simple land acquisition purposes; authorizes local government taxing authorities to contest property assessor actions relating to property assessments of tax-exempt nongovernmental entities and to establish agreements with such entities to provide services to maintain tax-exempt status; revises agency responsibilities and procedures under payment in lieu of taxes provisions under the Conservation and Recreation Lands Trust Fund and the Water Management Lands Trust Fund; requires the Department of Environmental Protection to develop an economic impact analysis for state land acquisitions under the Florida Forever Act relating to effects upon local ad valorem tax rolls; requires estimates of revenues received as payments in lieu of taxes and other benefits of acquisition.
Effective Date: This act shall take effect upon becoming a law
