Revises the definition of "off-highway vehicle," "motorized scooter," and "all-terrain vehicle"; defines "two-rider ATV"; revises provisions for mailing citations for violating toll facility; revises provisions to contest such citations; reduces the number of outstanding citations required before the department may deny issuance of a license plate or validation sticker; revises procedures for submission by law enforcement agency of citations to the court or traffic violations bureau; revises procedures for payment of penalties for certain infractions; provides for payment of fine for specified infractions to the government entity issuing the citation; revises provisions relating to unlawful speed; revises the definition of "all-terrain vehicle"; revises requirements for placement of license plates on vehicles; deletes a provision for expedited service for a duplicate certificate of title to off-highway vehicles and a charge therefor; provides for issuance by the DHSMV of certificates of title to off-highway vehicles in duplicate; provides for delivery to the owner; provides for delivery to a lienholder; requires notice to all parties in conflict; provides procedures and timeframes for resolving conflict; provides for retention of certificate by lienholder; provides for subsequent encumbrance; provides for satisfaction of lien; provides for issuance of duplicate certificate; limits notification responsibility of the department; limits application of titling requirements; provides for expedited service on described title transactions; provides fee for such service; prohibits described acts involving vehicle identification numbers, applications, certificates of title, and papers in relation to off-highway vehicles; provides penalties; prohibits transfer without delivery of certificate, operation or use without certificate, and failure to surrender off-highway vehicle certificates under described circumstances; provides penalties; requires that funds be used for enhancement of driver education program funds; requires behind-the-wheel training; requires dealers to report taking of motor vehicle or mobile home in trade; requires the DHSMV to update records; revises the definition of "major component parts"; revises registration requirements for leased motor vehicles; exempts vehicles from specified requirement to possess and exhibit certificate of registration of motor vehicle; exempts service members from penalties for expiration of mobile home and motor vehicle registrations; provides for display of license plate on wreckers; revises requirements for establishing a specialty license plate; requires the DHSMV to issue plates within a specified time period; authorizes the department to retain prepayments to cover costs; authorizes the department to audit organizations collecting prepaid applications; revises conditions and procedures for discontinuance of specialty license plates; deletes an exemption from the provisions for discontinuance; revises requirements for issuance and display of wrecker license plates; authorizes the department to administer an electronic system for licensed motor vehicle dealers to use in issuing temporary tags; provides procedures; provides penalties for failure to comply with department requirements; provides period of time motor vehicle dealers are to maintain records of described transactions; provides penalties for specified violations; revises list of documents accepted for proof of identity of applicant for identification card; increases the fee for application, renewal, and duplication of such cards; requires described content on such cards; revises list of documents accepted for proof of identity of applicant for driver license; provides for a voluntary contribution to be made when applying for a driver license; provides for distribution of moneys collected for said contribution; provides fees for second or subsequent examinations of specified applicants; revises language relating to fees for application for reinstatement of suspended or revoked licenses; provides procedures for payment of funds collected by driver license agents; prohibits waiver of driver license content requirements; revises language relating to replacement of a license due to a change of address; removes the requirement that a request for such replacement be in writing; removes a requirement regarding placement of an address sticker; provides for exceptions to procedures for collection and disposition of the fees; revises language relating to fees for application for reinstatement of suspended or revoked licenses; increases fees; provides for deposit of moneys collected into the General Revenue Fund and the Highway Safety Operating Trust Fund; revises provisions for enforcement of specified violations by the Division of Alcoholic Beverages and Tobacco; revises fees for application for return of license; includes airbags and airbag assemblies within the definition of the term "major component part" for pur
