Prohibits overtaking a vehicle under certain circumstances; revises language of DUI manslaughter penalty provisions; revises requirements for the warning of consent to testing on driver licenses; revises exemption from specified federal standards for commercial driver licenses; provides for the placement of license plates on wreckers, vehicles with equipment that might damage the plate, and government-owned vehicles; revises provisions for authorization to expend funds for public information and education purposes; provides a fee for specified driver improvement course; revises the definition of "apportionable vehicle" and "commercial motor vehicle"; deletes fees for motor vehicle and vessel information available via the Internet; exempts specified vehicles from the requirement that the certificate of registration must be in the vehicle; deletes requirement that registration renewals occur in the county of residence; provides for records search when registration involves transfer or exchange of plate; limits scope of such search; revises provisions for issuance and placement of wrecker license plates; revises provisions for historical license plates; authorizes the DHSMV to withhold vessel registrations under specified conditions; revises motor vehicle dealer recordkeeping requirements; authorizes department inspectors to enforce specified provisions relating to off-highway vehicles and vessels; revises prohibited acts of mobile home installers; provides penalties; authorizes the department to offer a driver improvement course; provides for deduction of points for completion of such course; revises provisions relating to issuance of identification cards; specifies additional proof of identity for application for such cards; provides for issuance and content of such cards; revises provisions relating to issuance of driver license; specifies additional proof of identity for application for such license; specifies documents for proof of immigration classification; provides for expiration of certain licenses and permits; requires driver license agents to remit funds within a specified time period; provides for method of remittance; prohibits waiver of requirement for fullface image on driver license; revises expiration date of licenses; provides for charges for described access to license status reports; revises license requirements for persons who drive commercial motor vehicles; deletes endorsement requirements for such persons; revises application requirements for transfer of title to a vessel based on contractual default; revises title provisions for total loss of a vessel; provides for expedited issuance of certificate of title to a vessel; provides a fee; deletes provision that makes certain nonjudicial sales of vessels subject to prior liens.
