Provides for the reorganization of the Department of Transportation; revises duties of the assistant secretaries; provides for additional offices; provides for government acquisition of roads; provides procedures to contest such acquisition; provides for a presumption of prequalification for contractors; provides for issuing citations for toll violations by first class mail; provides that mailing constitutes notification of such a violation; revises provisions for exemption from specified notification requirements for commercial motor vehicles carrying hazardous materials; incorporating specified federal regulations; updating regulations and rules applicable to commercial motor vehicle owners and drivers; specifies ownership identification requirements for commercial motor carriers; provides penalties for violation of such requirements; provides for compliance reviews; deletes obsolete references; requirements for identifying commercial vehicles; authorizes the department to conduct compliance reviews; conforming references; provides for a civil penalty to be assessed for additional specified violations; provides penalties for commercial trucks found to be operating following an out-of-service order; provides for the Office of Motor Carrier Compliance to enforce laws governing the operating authority of motor carriers; repealing provisions relating to identification requirements of commercial vehicles; revises length limitations for commercial vehicles; provides for placement of a lien on a vehicle for failure to pay an out-of-service fine; deletes obsolete provisions; authorizes weight inspectors to detain a commercial vehicle under circumstances; repealing provisions relating to a commercial vehicle inspection program within the department which no longer exists; provides for authorization of traffic accident investigation officers; authorizes the transfer of toll violation citations via electronic means; authorizes the department to conduct compliance reviews of nonpublic sector buses; revises the time period for paying civil penalties; revises definitions; revises duties of the Department of Transportation with respect to the regulation of airport sites and airports; requires the department to establish requirements for airport site approval, licensure, and registration; requires the department to establish and maintain a state aviation facility data system; revises provisions for airport site approval; revises provisions for airport licensing; provides for a private airport registration process; specifies requirements for such licensing and registration; deletes airport license fees; provides for expiration and revocation of such license or registration; revises provisions for exemption from such registration and licensing requirements; exempts described areas and facilities from such requirements; provides described private airports the option to be inspected and licensed by the department; revises provisions for airport zoning protection for public-use airports; provides for zoning requirements governing the landing of seaplanes; extends time period of the department's authorization to fund security-related airport projects; defines "511 services" and "interactive voice response"; expands the powers and duties of the department to include oversight of traveler information systems; requires local government approval of any proposed road or bridge honorary designation; revises the qualifications required for engineers employed by the department; creates s. 334.60 requires the department to be the lead agency in establishing and coordinating a 511 traveler information phone system; provides that local government regulations shall not apply to transportation facilities on the State Highway System; authorizes the department to acquire rights-of-way for other governmental entities; exempts the Department of Transportation from fees imposed for Internet procurement systems; clarifies the contractor prequalification process; prohibits a construction contractor from provides testing services; clarifies that surety bonds issued in favor of the department for construction and maintenance projects over a specified amount are governed by chapter 337 removes limitations on contractor incentive payments; allows the department under described circumstances to enter into permit-delegation agreements with other governmental entities for issuance of permit to use rights-of-way; authorizes the Division of Bond Finance to issue bonds at the department's request for facilities; deletes an incorrect reference; authorizes the turnpike authority to secure products, business opportunities, and services by competitive solicitation; provides legislative findings; creates provides the components of the Strategic Intermodal System; designates system facilities; provides for the Strategic Intermodal System Plan; creates s. 339.1372 redirects use of Transportation Outreach Program funds; specifies project criteria and solic
