Revises various provisions of pt. I of ch. 250, F.S., the Military Code, to make editorial changes, clarify and modernize language, and provide conforming amendments; provides definitions; designates the Adjutant General as the head of the Department of Military Affairs; provides additional authority of the Governor as Commander in Chief of the militia of the state; authorizes the Governor to delegate to the Adjutant General the authority to convene a general court-martial; provides that persons declaring an intention to become citizens may be members of the Florida National Guard; specifies qualifications for general officers of the Florida National Guard; revises provisions relating to the organization of the Florida National Guard; revises the qualifications and duties of the Adjutant General; authorizes the Adjutant General to order troops to state active duty under certain circumstances; specifies qualifications for Assistant Adjutant Generals of the Florida National Guard; specifies requirements for education assistance programs and a tuition exemption program for members of the Florida National Guard; provides penalties for failure to comply with program requirements; requires the Adjutant General to appoint a president of the board of directors of the direct-support organization of the Department of Military Affairs; provides for the appointment of a specified number of members of the board of directors by the president of the board; specifies the duties of the Department of Military Affairs with respect to the organization; renames the Armory Board Trust Fund within the Department of Military Affairs as the Cooperative Agreement Trust Fund; provides legislative intent to codify specified existing trust funds within the Military Code; revises provisions relating to funds deposited within the Federal Law Enforcement Trust Fund and the uses thereof; removes an exemption from specified service charges; consolidates specified existing trust funds within a single section of statutes; provides for the source and use of funds deposited within the Camp Blanding Management Trust Fund; provides for the source and use of funds deposited within the Cooperative Agreement Trust Fund; revises provisons with respect to equipment and uniforms of commisioned officers and warrant officers; revises provisions with respect to armory operations allowances; eliminates necessary expenses of units located at an armory as allowance category; provides for deposit of funds; provides responsibility of the post commander with respect to receipt and distribution of the post armory operations allowance; provides for deposit of moneys for pay and allowances of troops ordered to state active duty in the Emergency Response Trust Fund; specifies additional circumstances under which the Adjutant General may activate troops; increases the penalty for failure to comply with an order to provide emergency aid to a civil authority; clarifies that injuries resulting from a pre-existing condition are not compensable; provides for coverage under the Workers’ Compensation Law under certain circumstances; provides requirements of the Division of Risk Management of the Department of Financial Services and the Department of Military Affairs with respect to specified payments and legal costs; provides requirements for the continuation or reinstatement of health insurance upon call to active duty or state active duty; provides exceptions to specified notice requirements to an employer; prohibits the trial of a warrant officer or cadet by a summary court-martial; revises provisions relating to the convening of general courts-martial and punishments adjudged with respect thereto; limits punishments of special courts- martial with bad conduct discharge authority; revises provisions relating to the convening of special courts-martial and punishments adjudged with respect thereto; revises provisions relating to punishments adjudged pursuant to summary courts-martial; limits certain nonjudicial punishments; revises provisions relating to the appeal of a finding of guilt and the sentence of a court-martial and the dismissal of a general or special court-martial; provides for applicability of ch. 250, F.S., and the Uniform Code of Military Justice; provides for jurisdiction of a court-martial or court of inquiry; authorizes the Adjutant General and certain other military officers to issue pretrial confinement warrants and subpoenas and enforce the attendance of witnesses and the production of documents; revises penalties imposed for contempt; revises provisions with respect to the membership, organization, duties, and responsibilities of the Armory Board and provides additional duties; provides duties and requirements of the state quartermaster; revises provisions relating to receipt of funds and donations by the Armory Board and the use and deposit of funds; increases the penalties for violations involving wearing a uniform or insignia of rank without auth
