HB 1869 (2003) -  Government Employment

Authorizes DMS to contract with a vendor to provide the personnel information system; revises language regarding employee recognition programs; revises payment schedules for adoption benefits for state employees; deletes requirement that the DMS consult with the EOG and the Legislature with regard to a compensation and classification program; provides requirements for the program; provides duties and responsibilities to DMS with respect to employment actions by other agencies; provides rule adoption authority; provides that employing agencies shall have the responsibility for the day-to-day application of such rules; provides additional authority and responsibilities for employing agencies; requires DMS to establish and maintain an equitable pay plan for use by state agencies; provides authority and responsibilities of the department and employing agencies with respect to such plan; provides that agencies shall ensure that candidates for employment are properly licensed, certified, or registered, when required by law; provides for a 1-year probationary period for Career Service employees; revises procedures with respect to the employee grievance process; authorizes DMS to contract with private entities to design, develop, and implement the department’s information systems and subsystems; provides that the Department of Management Services is the functional owner of the personnel information system.
Effective Date: This act shall take effect July 1, 2003
