Elections:
Revises election code; revises candidate petition process; requires filing of certain campaign treasurer's reports by electronic means; prohibits payment for endorsements from campaign funds; provides for deposit of fines for late filing of reports and reimbursed election assessments into the General Revenue Fund; revises provisions relating to municipal recall to require a letter of intent, provide petition formats, and provide for effect of resignation after close of qualifying; requires sworn complaints to be based upon personal knowledge of the complainant, authorizes respondents and complainants and their counsels to attend hearings at which probable cause is determined, requires prior notice, permits a brief oral statement, and specifies bases for determining probable cause; updates, revises provisions relating to ballots, voter registration applications, minor party candidate lists, voters in line at close of polls, former candidates, replacement nominees, voter instruction cards, poll watchers, posting of constitutional amendments at polls, postelection reports, absentee ballot envelope specifications, number of election boards, certification and delivery of election results, responsibility for canvassing election results and ordering recounts, proper parties to contest actions, school board write-in candidates, eliminated candidates, reporting loans after election, independent expenditures by certain committees of continuous existence, contributions by money order, use of debit cards.
Effective Date:
This act shall take effect January 1, 2004
