Revises provisions relating to determination of resident status for tuition purposes; classifies as residents for tuition purposes certain employees of international multilateral organizations; provides eligibility criteria for certain students who are not permanent residents of the United States for exemption from payment of nonresident tuition; limits enrollment; requires a study by the Office of Program Policy Analysis and Government Accountability.
Effective Date: July 1, 2005.
