establishes SUCCEED, Florida - Crucial Professionals Program; provides for appropriations of funds to DOE to be distributed on competitive basis to postsecondary educational institutions to offer programs that meet critical workforce needs; establishes deadline by which American Sign Language teachers must be certified; provides restrictions on management of endowment, etc. Creates 1011.96; amends 1007.2615; repeals 446.609.
