Surcharge on the Rental or Lease of Motor Vehicles: Provides for the imposition by countywide referendum of an additional surcharge on the lease or rental of a motor vehicle; provides procedures and requirements for imposing the surcharge; provides for time of effect of the surcharge; provides for a methodology for distribution of surcharge proceeds by the Department of Revenue to specified counties; provides for the proceeds of the surcharge to be transferred to the Local Option Fuel Tax Trust Fund and used for the construction and maintenance of state roads.
