SB 1120 (2006) -  Access Program for Sterile Syringes

requires DOH to authorize municipality to establish access program for sterile syringes; authorizes municipality to contract with certain entities to operate access program; provides that possession of hypodermic syringe or needle by participant in access program does not constitute criminal offense; requires DEP & DOH to prepare & adopt sharps-disposal component; requires both departments to adopt rules, etc. Amends 403.703.
