General Bill
Whistle-blower's Act:
Revises legislative intent of the act; defines the term "gross misconduct" and applies it in lieu of malfeasance, misfeasance, and nonfeasance as a covered act; defines the term "state agency"; revises provisions relating to persons to whom complaint information must be disclosed and persons the act protects; includes employees of independent contractors with any state agency among the persons who may file a complaint and seek relief; revises provisions relating to relief; provides a defense to certain actions; provides that the identity of a complainant may be provided to the Florida Commission on Human Relations; revises investigative procedures, including those in response to prohibited personnel actions, to apply to employees and former employees of independent contractors with any state agency; requires the heads of state agencies to consult with the Chief Inspector General on certain matters; provides that the Chief Inspector General may require certain persons to conduct an investigation; provides for certain duties of the agency head to be performed by the agency inspector general; reduces the time a complainant has to respond to certain reports; revises fact-finding duties of the Florida Commission on Human Relations and provisions relating to corrective action and termination of investigation.
