provides legislative intent to support vocational training & placement provided to at-risk youth through Professional Opportunities Program for Students, Inc., (POPS); requires that program proposals be submitted to Urban Opportunity Office within DCA; revises excise tax amount payable by manufacturers, distributors, & vendors of malt beverages; provides tax credit for summer employment of youths, etc. Amends 561.121, 563.05; creates 563.09.
