Provides a methodology for determining the just value of property for ad valorem tax purposes; provides requirements of property appraisers; specifies criteria, requirements, and limitations for such determinations based on use; specifies requirements for determining the just value of affordable rental housing; requires annual determinations; authorizes the Department of Revenue to adopt, amend, or repeal rules.
