General Bill
Information and Technology Management:
Establishes the Technology Program in the Department of Management Services; removes provisions for the creation, powers, and duties of the State Technology Office; revises and reassigns functions of the State Technology Office to the department; provides requirements for actions based upon use of a creation that is not protected under federal copyright law; deletes certain reports; provides for appointment of an agency chief information officer by the agency head; provides the agency heads with primary responsibility for information technology management; provides for operation and management of the Technology Resource Center by the department; creates the position of State Chief Information Officer in the department; requires the department to set minimum standard operating procedures for the security of data and information technology resources; directs the department to require each agency to conduct certain procedures to ensure the security of data, information, and information technology resources; requires that the results of certain internal audits and evaluations be available to the Office of Information Security; requires the department to establish the Office of Information Security and to designate a Chief Information Security Officer.
