General Bill
Abuse of Alcohol and Illicit Drugs:
Clarifies prohibition against allowing person younger than 21 years of age to consume alcoholic beverages at premises licensed to sell alcohol; authorizes licensee to seize driver's license or identification card of person who uses such license or card to misrepresent or misstate his or her age or age of another person; provides procedures for such seizure; prohibits person younger than 21 years of age from consuming alcoholic beverages or being intoxicated; specifies standards, including blood-alcohol & breath-alcohol levels, for determining whether such person has consumed alcoholic beverages or is intoxicated; requires BOE to annually report occurrence of alcohol & illicit drug abuse on college & university campuses; requires that report be submitted to Governor & Legislature; requires board of trustees at each community college & university to establish plan for reducing & eliminating alcohol & illicit drug abuse at that community college or university.
