Requires certain state agencies to automatically enroll eligible consumers in Lifeline service; requires PSC to adopt rules providing for automatic enrollment process; requires commission, DCFS, and Office of Public Counsel to enter into memorandum of understanding concerning automatic enrollment of consumers in Lifeline services.
Effective Date: July 1, 2007.
