Model Fixed-payment Service Delivery System for People with Developmental Disabilities: Requires AHCA to implement federal waivers to administer model fixed-payment service delivery system for persons with developmental disabilities; provides for implementaion of system on pilot basis; provides for administration of system by APD; provides requirements for selection of entities to operate system; provides for mandatory enrollment in system in pilot areas; requires evaluation of system & agency to submit report to Governor & Legislature; authorizes AHCA to seek certain waivers & adopt rules; requires AHCA to receive specific legislative authorization prior to expanding system.
