High-Risk Offenders: Requires distinctive markings for driver's licenses of sexual predators & offenders; prohibits alteration of markings; requires sexual predators & offenders to obtain updated or renewed driver's license or identification card; revises background screening requirements for certain noninstructional school district employees & contractors; adds noninstructional contractors to those who must meet screening requirements; provides for submission of fingerprints; requires school districts to screen results of criminal records checks; requires cost of background screening requirements to be borne by certain parties; provides cap on fees; authorizes retention of fingerprints; provides list of violations that such persons must not have committed if they are to satisfy screening requirements; provides grounds for contesting denial of access to school grounds; provides reporting requirements; provides immunity from civil or criminal liability; specifies exemptions for contractors; provides criteria & conditions; provides that exempted contractors are subject to search of certain databases that list sexual predators & sexual offenders; prohibits school districts from conducting additional criminal history checks; specifies that act does not create private cause of action or new duty of care or basis of liability; creates exception for certain instructional personnel.
