HB 655 (2008) -  Pardons

Designates act "Rosa Parks Act"; encourages Board of Executive Clemency to grant full pardon to persons convicted of protesting or challenging state law or local ordinance intended to maintain racial segregation or racial discrimination; requires commission to notify state attorney; requires that pardon be granted unless state attorney objects; requires hearing on objections; provides that person pardoned under act is not required to disclose conviction; provides that person convicted of protesting or challenging such laws or ordinances is entitled to restoration of all rights enjoyed before conviction if full pardon received.
