Provides for waiver of specified services costs for indigent persons; deletes provisions providing for enrollment in payment plans, payment of processing charges, determinations of monthly payment amounts, review of payment plan amounts, & case limitations based upon nonpayment of fees; provides exceptions for imposing state court facilities funding surcharges concurrently for specified purposes.
