Creates additional general exemption from requirements governing inspection & copying of public records; provides legislative findings; defines "personal identification information"; provides that any portion of public record held by agency that contains personal identification information of individual is confidential & exempt from public records requirements; provides for retroactive application of exemption; provides for nonapplicability; provides for release of personal identification information upon specific written authorization; provides options for limiting or qualifying authorized release of such information; provides exceptions; provides restrictions; provides for review & repeal; provides statement of public necessity.
