Requires DOH to establish comprehensive prescription monitoring system initially within specified counties; requires DOH to phase in implementation statewide; requires DOH to establish criteria for dispensing of certain controlled substances; requires dispensing of such controlled substances to be reported through system; provides exceptions; requires rulemaking; requires DOH to obtain financial assistance through certain funding sources.
