Code of Ethics for Public Officers and Employees: Redefines "business entity"; prohibits members of certain local councils or committees from soliciting certain contributions; prohibits public officials from appointing or advancing relatives under certain circumstances; provides penalties for violations; revises disclosure requirements for state officers, appointed state officers, & local officers; prohibits certain conduct that would result in special gain or loss to certain parties; provides disclosure requirements; redefines "local officer"; requires financial interest statement to show method of reporting individual's financial interests; redefines "procurement employee"; defines "vendor"; prohibits soliciting & accepting gift & honorarium from certain vendors; requires investigation of complaints that allege certain expenditures; provides for investigation of lobbyists & principals; provides penalties; specifies standards of conduct for certain individuals serving as chief administrative officers of political subdivisions; provides penalties to be imposed against individuals other than lobbyists or public officers & employees; provides for Commission on Ethics to report certain violations to Governor.
