General Bill
Restoration of Civil Rights:
Creates "Restoration of Civil Rights Act"; provides for automatic restoration of former felon's civil rights following completion of sentence of incarceration & community supervision; provides that restoration of civil rights does not apply to right to own, possess, or use firearms; provides conditions for & exemptions from automatic restoration; provides for education concerning civil rights of people who have felony convictions; provides applicability.
Effective Date:
on the effective date of House Joint Resolution 1115 or another amendment to the State Constitution which authorizes, or removes impediments to, enactment of this act by the Legislature and shall apply retroactively to all persons who are eligible for the restoration of civil rights under its terms, regardless of whether they were convicted or discharged from sentence prior to its effective date
