Regional Transportation Authorities: Requires deposit into account of South Florida Regional Transportation Authority proceeds subject to being deposited into State Transportation Trust Fund & collected within counties within authority's service area; authorizes specified other regional transportation authorities to elect to receive proceeds subject to being deposited into State Transportation Trust Fund collected within counties within each authority's service area; requires notice to DOR of such election; provides effective date for such election; provides method for determining amounts due to such authorities; relieves DOR's funding obligation to specified regional transportation authorities to conform; revises DOR's obligation to fund specified regional transportation authorities under specified circumstances; relieves specified counties of funding obligations to South Florida Regional Transportation Authority under specified circumstances to conform; abolishes Tampa Bay Commuter Transit Authority.
