Establishes electronic system to monitor prescriptions for specified controlled substances; provides that system shall be designed by county & approved by DOH; provides reporting requirements & exceptions; provides requirements with respect to data reported & its maintenance & sharing; provides that costs of transmission may not be material or extraordinary; requires information received or kept by county or others to comply with relevant state & federal privacy & security laws; provides that failure to report is crime subject to penalties provided by general law; provides that system is conditioned upon resolution by county commission confirming sufficient funding & enactment of general law providing public records exemption.
