Public Access to Beaches: Prohibits local government from adopting ordinance, resolution, or development order excluding certain individuals from public beach; prohibits obstruction of beach access under certain conditions; requires display of certain signs meet criteria concerning beach access; prohibits governmental entity from placing obstruction upon public beach under certain conditions; authorizes owners of land within specified distance of specified coastal waters to record or revoke notice concerning granting of permission for public's recreational use of land; provides limitations on duty or liability of owner while such notice is recorded; prohibits owner from preventing certain public uses of land while such notice is recorded.
