Public Service Commission: Conforms commissioner's term as chair with terms of commissioners; renames Committee on Public Service Commission Oversight, standing joint committee of Legislature, as Committee on Public Counsel Oversight; deletes committee's authority to recommend to Governor nominees to fill vacancies on Public Service Commission; deletes committee's authority to file ethics complaint against member, former member, or former employee of commission, or member of Public Service Commission Nominating Council; clarifies power of Governor to remove & fill commission vacancies; revises membership of Public Service Commission Nominating Council; requires President of Senate & Speaker of House of Representatives to appoint chair & vice chair to council in alternating years; removes spending authority for council to advertise vacancies; requires council to submit recommendations for filling vacancies on commission to Governor; requires council to nominate minimum of three persons for each vacancy; revises date that recommendations for vacancies must be submitted; specifies provisions under which successor Governor may remove an appointee; provides for council to fill vacancy on commission if Governor fails to do so.
