Wastewater Disposal: Requires SFWMD to include projects relating to ocean outfalls in regional water supply plans; provides priority funding consideration for specified projects; directs SFWMD to require use of reclaimed water under certain conditions; revises provisions relating to sanitary sewage disposal units; prohibits construction of new ocean outfalls; prohibits expansion of ocean outfalls for specified purposes; specifies requirements for domestic wastewater treatment & management for certain facilities & activities relating to ocean outfalls; provides reporting requirements for DEP; provides financial assistance to local governments & agencies to implement specified wastewater disposal requirements; establishes Leah Schad Memorial Ocean Outfall Program.
