Provides for school district flexibility in 2009-2010 fiscal year to expend specified funds for operating expenses; requires district school board adoption of resolution & approval of amendment to school district's operating budget; deletes restriction on expenditure of capital outlay millage for educational facilities & sites under lease-purchase agreement; deletes restriction on expenditure of operating revenues made available through payment of property & casualty insurance premiums.
